Three main difficulties at least will be

found in enforcing the Proclamation (a) Exports by

Germans in China may be carried financed and insured by

allies (b) Imports by Germans in China may be transferred to Chinese firma consisting of former compradore of the German firm, credits with neutral banks being opened

by latter.

(c) Firms established by British subjects

who were formerly partners or employés in German firms

will be a uifficulty. Examples are Charles Rayner

& Company and H.E.Arnold & Company who are recognized

at Canton as British firms.
